Opportunity Description

Northern Illinois University Workforce Policy Lab seeks an independent external evaluator to conduct a process and outcome evaluation of the Climate and Equitable Jobs Act (CEJA) Capacity Grant Program. Administered in partnership with the Illinois Department of Commerce and Economic Opportunity, the program provides funding and intensive capacity-building support to Illinois nonprofit organizations to strengthen their ability to advance clean energy workforce, contractor, and economic development initiatives authorized under CEJA.

The selected evaluator will assess the program’s implementation, effectiveness, and outcomes, examining how well it strengthens organizational capacity, improves long-term sustainability, supports partnership development, advances equity and regional responsiveness, and prepares participating organizations to engage more deeply with CEJA initiatives. The evaluation will generate findings and recommendations to inform future program improvement and investment.
