Opportunity Description

The State Library of Iowa seeks an evaluation consultant to conduct the five-year evaluation of its Institute of Museum and Library Services (IMLS) Grants to States program. The evaluation will assess the implementation and impact of the Library Services and Technology Act (LSTA) program, informing future planning and ensuring compliance with IMLS evaluation requirements.

The selected consultant will develop and implement a statewide evaluation using interviews, surveys, focus groups, social media engagement, and other data collection methods to gather input from grantees, advisory panel members, State Library staff, and other stakeholders. The work will also include reviewing existing program data and producing a comprehensive evaluation that addresses retrospective findings, program processes, methodology, and future planning to guide the State Library’s next five-year plan.
